<P>PROBLEM TO BE SOLVED: To provide an image reading device that reads an image with appropriate image quality in accordance with a direction in which a document is loaded on an apparatus side so as to prevent a difference in image quality of output image data due to a difference in direction of a document; and an image forming apparatus. <P>SOLUTION: An image reading device includes: a reading unit 12 that performs pre-scanning on a document; a density distribution calculating unit 31 that calculates density distribution from image data obtained by the pre-scanning; a frequency converting unit 32 that converts the density distribution into frequency distribution; a determining unit 33 that determines a direction in which the document is loaded on the basis of the frequency distribution; and a speed determining unit 34 that determines speed of normal scanning on the basis of a determination result.
