<P>PROBLEM TO BE SOLVED: To more certainly achieve a reduction target of an electric power by appropriately distributing the use electric power in a building. <P>SOLUTION: A management device 14 calculates a value of a use electric power in the past for each tenant on the basis of the value of the use electric power read from an electric power database 11 and correspondence relations between areas A1-A4 and tenants read from an operation database 12. The management device 14, in accordance with an index value for each tenant which is stored in a tenant database 13, distributes a predetermined reduction ratio of a target electric power to a use electric power in a specific period for each tenant and calculates a reduction amount of the use electric power for a tenant in accordance with the reduction ratio which is distributed from a total amount of the value of the use electric power. The management device 14 calculates the value of the target electric power for each tenant by deducting the reduction amount for the tenant from the value of the use electric power for each tenant.
