<P>PROBLEM TO BE SOLVED: To freely set a work pace at which each worker works for a certain period of time and easily and efficiently allocate works according to the set paces, in the case of creating a work schedule for multiple workers. <P>SOLUTION: A setting unit 103 included in a work schedule creation device 100 deems each day of a month as a target day, and sets a target value of total work hours that are calculated by summing up flight hours for a time period from the first day of the month until a target day, for each crew. A selection unit 104 deems a day of a month as a target day from the first day to the last day of the month in order, calculates the total work hours of each of the crews for the time period from the first day of the month until the target day in the case of allocating a work to the crews on the target day, according to allocated work information 111 indicating works that have been already allocated to the respective crews, and selects a crew to which the work is allocated on the target day according to the result of the comparison of the actual total work hours and target total work hours of the crews for the time period from the first day of the month until the target day.
