<P>PROBLEM TO BE SOLVED: To provide a base station and communications control method that maintain fairness between mobile stations and control data stored in a layer 2 buffer. <P>SOLUTION: A base station 100 comprises: a buffer control unit 105 that controls discarding data from a layer 2 buffer 103, among data stored in the layer 2 buffer 103; and an upper limit holding unit 107 that holds an upper limit for each mobile station for data that can be stored in the layer 2 buffer 103.
