<P>PROBLEM TO BE SOLVED: To provide a technology for efficiently acquiring the highly accurate safety information of a disaster victim who is acting in a disaster area, and to confirm the safety information from a remote place. <P>SOLUTION: When a disaster victim performs access to automatic vending machine side terminals 500, 520, and 530 with a card in which personal information is stored or the like, the personal information is transmitted via the Internet 300 to a database server 200 of safety information. A third person is able to perform access to the database server 200 of the safety information by using a portable telephone 302, and to browse the safety information.
