PROBLEM TO BE SOLVED: To enhance processing efficiency in encoding processing and decoding processing by suppressing increase of the number of codes in additional information.

SOLUTION: A moving image decoding device 200 which generates a prediction signal by block unit, comprises: a low-resolution block decoding unit 151 which generates a low-resolution block that has less number of pixels than a prediction block by decoding encoded data; an expanded block generation unit 154 which expands the low-resolution block generated from decoded low-resolution block by using a decoded image, into a block that has the same number of pixels as the prediction block; a block division unit 162 which divides the expanded block on the basis of a predetermined division rule, and generates a plurality of small blocks; and a small block prediction unit 152 which generates prediction small blocks for the small blocks by using the decoded image and the plurality of small blocks.
