PURPOSE: A boring device of a dual steel pipe structure and a tunnel structure forming method using the same are provided to allow a worker to precisely install the boring device with sequential press without welding and allowing a worker to construct a safe tunnel structure with grouting. CONSTITUTION: A boring device(100) of a dual steel pipe structure comprises an outer pipe(110) and an inner pipe(120). The boring device is compulsorily embedded in the ground and forms a continuous structure after boring a hole. A boring rod is pulled out to the outside, and a grout material is injected into the inner pipe. The grout material is sprayed into the ground through a grout material discharging hole(113) of the outer pipe after the grout material is injected into the inner and outer pipes.
