PROBLEM TO BE SOLVED: To provide a decorative sheet and a decorative resin molded article which have few gloss change before and after decorative molding and have scratch resistance.

SOLUTION: A substrate layer has at least a surface protective layer. The surface protective layer includes: at least one kind of synthetic resin particle selected from urethane beads, silicone beads, nylon beads, and acrylic beads; and a cured product of ionizing-radiation curable resin composition including an ionizing-radiation curable resin.
