<P>PROBLEM TO BE SOLVED: To provide a potential measuring device for a fuel cell that allows simple and easy measurement of detailed local potential distribution and economical manufacture thereof. <P>SOLUTION: A potential measuring device 10 includes: a plurality of conductive terminals 54 to 60 that detect a potential difference from a reference electrode and that have respective measuring sections 54a to 60a which project toward a first side; and a first insulating sheet 62, and a second insulating sheet 64, that are arranged on the first side and a second side, respectively, and sandwich the conductive terminals 54 to 60 therebetween so as to form an electrode unit 52 that covers and integrates the conductive terminals 54 to 60 and exposes only the measuring sections 54a to 60a to the outside.
