PURPOSE: An overvoltage protection circuit and a semiconductor device including the same are provided to reduce power consumption by turning off a part consuming the most power in the overvoltage protection circuit. CONSTITUTION: A shunt regulator circuit(300) constantly maintains an inner voltage(DVDD) by using an external voltage(VDD). The shunt regulator circuit includes a voltage distribution circuit for the inner voltage. A reference voltage generating circuit(200) generates a reference voltage supplied to a shunt regulator by using the inner voltage. The reference voltage generating circuit and the shunt regulator circuit are operated by the inner voltage. An external input voltage monitoring circuit(100) outputs a control signal for controlling the shunt regulator circuit and the reference voltage generating circuit.
