PURPOSE: A video fire sensing device, a method thereof, and a storage media of the video are provided to sense the fire by exactly sensing smoke or flame in an input video. CONSTITUTION: A video fire sensing device(100) comprises a range setting unit(110) which sets a background area and a foreground area in an input video and a determining unit(120) which determines whether smoke exists in the input video by analyzing the foreground area. The range setting unit sets up a first pixel as the pixel including in the foreground area if a color value of the first pixel within the input image is not included in the predetermined range from the average of the color values of the pixel which corresponds to the first pixel in the previous input videos. The predetermined range is N times of the dispersion of the color values of pixel which corresponds to first pixel in the previous input videos.
