PURPOSE: A method and an apparatus for manufacturing an electrowetting display are provided to improve productivity with low cost by filling coloring oil and water in sequence as increasing a liquid surface in a panel. CONSTITUTION: Vacuum absorption from an absorption hole of a panel(1) comprising an injection hole and an absorption hole is performed. Coloring oil is filled in the panel. The coloring oil is filled in a pixel part of the panel by increasing a liquid surface of the coloring oil as water is filled in the panel. Absorption is performed after the liquid surface of the coloring oil in the panel increases to arrive at the absorption hole, and the coloring oil is exhausted to a trap container(4) comprising a vacuum gauge connected to the absorption hole. The filling of the coloring oil and the water into the panel is finished. The panel is pressed and then the injection hole and the absorption hole are sealed with a UV curable resin.
