PURPOSE: A drinking water supply device with an ice-making function and an ice dispenser for the same are provided to reduce energy consumption, to prevent frequent malfunction of the drinking water supply device, and to obtain stability for operation. CONSTITUTION: A drinking water supply device with an ice-making function comprises a cold water tank(10), an ice-making tank(20), an ice-making member(30), a displacement member(60), and a controller. Ice-making water is charged in the ice-making tank. The ice-making member arranged on the top of the cold water tank includes an ice-making body(31) which makes ice by being dipped into the ice-making water and separates the ice according to the movement of the ice-making tank. The displacement member performs a first mode for making the ice at a first position where the ice-making body is dipped into the ice-making water and a second mode supplying the separated ice to the cold water tank at a second position where the ice-making body is arranged outside of the ice-making tank. The displacement member moves the ice-making tank so that the ice-making water of the ice-making tank is remaining without being discharged.
