PURPOSE: A device for burying a submarine cable and wet-excavating is provided to accurately perform bed excavation regardless of the geological features of the submarine ground and to minimize the disturbed area of the ground through an earth and sand prevention plate. CONSTITUTION: A device for burying a submarine cable and wet-excavating comprises a body frame(10), a footstool(20), a buoyancy tank(30), a water-jet unit(40), a backfilling unit, a submarine pipe guide unit(60), and an earth and sand prevention plate(70). The water-jet unit performs bed excavation by spraying high pressure water and crashing and disturbing the submarine ground and comprises a high pressure pump(41) and a high pressure spraying nozzle(42). The high pressure spraying nozzle is mounted on a spraying pipe(43) by being protruded and is installed with a pulse forming device(44) on the entrance. The backfilling unit backfills the submarine ground by sucking in soil and water from the submarine ground.
