<p>PURPOSE: A method for generating a restoration block and a device thereof are provided to adaptively control quantization parameters corresponding to an encoding size, thereby improving image quality. CONSTITUTION: An image decoding device generates a 2D quantization block by decoding a residual signal received by a current block unit or a sub-block unit(S210).
