PURPOSE: An image processing device for removing rain from an image and a method thereof are provided to detect and remove candidate raindrops by using characteristics of raindrops in a specific frame of the image. CONSTITUTION: A candidate raindrop detecting unit(110) detects candidate raindrops. A binary image converting unit(120) converts an image in a specific frame into a binary image displaying the candidate raindrops. A raindrop filtering unit(130) excludes a false candidate raindrop from the candidate raindrops by using characteristics of raindrops. A raindrop removing unit(140) removes the raindrops by changing pixels included in the candidate raindrops without the false candidate raindrop to pixels.
