PURPOSE: A file system and a control method are provided to store an address table of a flash memory in other memory, thereby preventing a blackout problem caused by storing the address table. CONSTITUTION: A control unit(120) selects one block of a non-volatile first memory unit(130) and determines whether or not the block is an effective block. When the block is the effective block, the control unit controls data writing for the block. The control unit divides blocks of the first memory unit into the effective block and a defective block and generates an address table by mapping an address to the effective block and the defective block. The control unit controls loading of the address table. A volatile second memory unit(140) stores address tables for the blocks of the first memory unit.
