PURPOSE: A device and a method for cooling a cooling seat and a battery in a vehicle are provided to improve the marketability of an existing seat while maintaining the cooling performance of a battery and provide coolness during the summer and comfort during the winter. CONSTITUTION: A device for cooling a cooling seat and a battery in a vehicle comprise an inlet duct(100), a branch duct(300), a control door, a door moving part, and a control part. The inlet duct allows cooling air to flow in. The branch duct separately sends the cooling air into a seat duct(400) and a battery duct(500). The control door and door moving part are installed in the branch duct for controlling the flow rate of the cooling air in the seat and battery ducts. The control part controls the door moving part in order to send the cooling air to the seat duct without the battery duct if the indoor temperature is higher than a battery temperature when the battery temperature is at a predetermined level or higher. The control part controls the door driving part to send the cooling air to both of the seat and battery ducts if the indoor temperature is lower than the battery temperature.
