PURPOSE: A cosmetic composition is provided to improve gloss, lubrication, and moisture of hair and to have a hair-setting function, thereby providing nutrients and a hair-styling function by only one product. CONSTITUTION: A cosmetic composition comprises cyclomethicone, cetyl PEG/PPG-10/1 dimethicone, lecithin, isopropyl myristate, dimethicone, cyclomethicone/dimethicone, purified water, glycerin, a acrylate/palmes-25 acrylate copolymer, an alkali agent, and a PVP/VA copolymer. A manufacturing method of the cosmetic composition comprises a step of preparing a mixture A, a mixture B, and a mixture C; a step of putting the mixture A into a mixer; and a step of stirring the mixer while injecting the mixture B into the mixer. The mixture A comprises the cyclomethicone, cetyl PEG/PPG-10/1 dimethicone, lecithin, isopropyl myristate, dimethicone, and cyclomethicone/dimethicone. The mixture B comprises the dimethicone. purified water, glycerin, and acrylate/palmes-25 acrylate copolymer. The mixture C comprises the purified water, alkali agent, and PVP/VA copolymer.
