<P>PROBLEM TO BE SOLVED: To provide an electrode catalyst which gives high catalytic activity and is capable of reducing the amount of catalyst metal used. <P>SOLUTION: An electrode catalyst particle has a three-layer structure in which a first metal layer is disposed on the surface of a metal particle and a second metal layer is disposed on the surface of the first metal layer.
