The present invention relates to a resin composition for priming a UV coating layer and a coated steel sheet comprising same. The coated steel sheet, according to the present invention, comprises: a primer coat containing metal powder, which has an average particle size of which the major axis belongs to a specific range, on top of a material steel sheet; and a finish coat containing a radical compound and preferably a cured product of a UV-curing paint composition, on top of the primer coat, thereby achieving a superior exterior, scratch resistance, corrosion resistance, and a superior welding property. Also, the coated steel sheet according to the present invention can be useful as a construction material due to the superior exterior, scratch resistance, corrosion resistance, and the superior welding property.
