PROBLEM TO BE SOLVED: To reduce collision probability of a packet signal even when communication traffic volume increases.

SOLUTION: A frame definition section 34 defines frames including at least a plurality of slots to be repeated and defines so that a part of the plurality of slots included in the frames is ensured for use of an access controller. An idle slot specification section 42 detects a slot usable for communication between radio apparatuses. A selection section 110 selects a slot from a part of the plurality of slots to announce information on the detected slots. A modulation/demodulation section 24 and an RF section 22 announce information on the slot detected by the detection section.
