The objective of the invention is to allow network signaling values for multi-cluster communications to be used in existing bands, in which no network signaling values are defined, without defining any new bands. A mobile communication method of the invention comprises: a step (A) in which a radio base station (eNB) uses "RRC Reconfiguration" to report a network signaling value to a mobile station (UE) performing a single-cluster communication that uses a single component carrier in a band supported by the radio base station; and a step (B) in which the mobile station (UE) reduces, on the basis of the network signaling value, the transmission power in the single-cluster communication.
