PURPOSE: A water level monitoring unit and a system are provided to photograph a water level image by applying a near infrared ray camera of a CMOS(Complementary Metal Oxide Semiconductor) or a CCD(Charged Coupled Device) type and a visible light blocking filter, thereby obtaining a high definition and clear water level photograph regardless of environmental changes such as the weather and temperature by the optimized visible light blockage. CONSTITUTION: A water level monitoring unit(100) is comprised of the followings: a monitoring region setting unit(195) which sets a designated area including the water level among the water level monitoring target area as a monitoring area in which the water level will be analyzed; an NIR(Near Infrared Ray) camera unit(120) which includes a CMOS or CCD camera for a general image in which a near infrared ray band is considered as the photographing band; a visible light filter unit(130) which includes a cut-filter to block the visible light band which covers most of the camera incident light, to produce the image with only the band greater than NIR band; a light quantity sensor(160) measuring the light quantity of the image of the monitoring area; and a DSS setting unit(140) which controls a shutter speed to a predetermined speed depending on the light quantity of the light quantity sensor which measures the shutter speed of the NIR camera unit, and enables forming the image with only the partial light of greater than the NIR band which passed the visible light filter unit.
