PURPOSE: A heating mat is provided to remarkably reduce the heat loss of an electric pad, thereby remarkably reducing the electric charge. CONSTITUTION: A heating mat comprises a mat part(10) in which an accommodation space is formed; a heat storage layer(1) which is filled with heat-storing agent in the accommodation space; and an air layer(3) which is filled with air and is formed on the heat storage layer. Only in the part pressurized by the mat part, the upper layer composing the mat part is contacted to the heat storage layer. The mat part comprises a lower mat part and an upper mat part which is formed on the lower mat part.
