<P>PROBLEM TO BE SOLVED: To suppress an error caused by processing dependency among pieces of software in setting operation environments of a plurality of virtual machines. <P>SOLUTION: A setting control device sets parameters in an operation environment, software and/or the like for each virtual server of a deployed virtual system, and normally operates the entire system. The setting control device comprises a determination unit and an operation environment setting unit, and sets the operation environments of the virtual servers by the units. The determination unit determines setting order of the operation environments that operate a plurality of virtual machines, according to processing dependency among pieces of software executed by the plurality of virtual machines.
