The resistance providing member (17) comprises a swinging portion (17t) which is swingable in a radial direction and which fixes the rotational position of the cam member (15) at a second position of the movable disks (11, 12) by abutting with added force against the inner circumferential surface of a protruding portion (15t) of the cam member (15) which moves in accordance with the rotation of the cam member (15) in one direction.</p> |
