The purpose of the invention is to limit the variation in crimp strength between an electrical wire and a terminal. The softening device is provided with: a cooling liquid-storing unit that stores the cooling liquid; a first conducting sheave that is provided outside the cooling liquid-storing unit and is for guiding the wire while applying a voltage on the wire; and a second conducting sheave that is provided inside the cooling liquid-storing unit and is for guiding the wire, which has been supplied by passing through the first conducting sheave, while conducting electricity to the wire. The softening device is provided with a liquid surface position-detecting unit that detects the position of the cooling liquid surface in the cooling liquid-storing unit. The wire heating path length between the first conducting sheave and the second conducting sheave is controlled on the basis of the detection results of the liquid surface position-detecting unit.
