<P>PROBLEM TO BE SOLVED: To reduce equipment costs, to facilitate drilling work, and to improve efficiency. <P>SOLUTION: In a mating flange 40 of a drilling device C, a fourth coupling flange 40A capable of being selectively coupled, from a branching axial core X direction, to a first coupling flange 16 formed at a first hub part 15 of a first gate valve device B1, a second coupling flange formed at a second hub part of a second gate valve device, and a third coupling flange formed at a straight tubular connection port part of a third gate valve device is formed, and a tubular part which can selectively enter, from the branching axial core X direction, a taper inner circumferential surface 15b for packing mounting of the first hub part 15 and a taper inner circumferential surface for packing mounting of the second hub part and which has an end surface facing an end surface of the straight tubular connection port part in the branching axial core X direction is formed.
