<P>PROBLEM TO BE SOLVED: To provide a developing device that can suppress with a simple configuration a change in surface potential of an insulating layer on a surface of a bias roller caused by frictional electrification of the insulating layer. <P>SOLUTION: An insulating layer provided on a surface of a bias roller is made of a material having charge characteristics to developer that is reverse to charge characteristics to a material of a cleaning member in terms of polarity.
