The control unit (10) predicts the surplus power generated in the target period in the future with a prediction unit (12). A decision unit (13) compares the power and time needed from the start of the specified process by the hot water supply device (41) until the end to the prediction results of the prediction unit (12), and decides whether the hot water supply device (41) executes the above process at surplus power in the target period. An execution unit (14) controls the operation of the hot water supply device (41) so that the above process is started by transmitting the control signal to the hot water supply device (41) when it was decided in the decision unit (13) that it is possible to execute the above process. Thus, the disadvantages can be avoided by the surplus power becoming zero after the load device starts the specified process by using surplus power and before this process starts.
