<P>PROBLEM TO BE SOLVED: To enable a management server to manage a portable terminal even when the portable terminal does not have an individual identification number. <P>SOLUTION: A terminal management system 1 comprises a plurality of portable terminals 2 and a management server 4. The management server 4 comprises: an identification presence determination unit 431 which determines whether respective pieces of information received from the plurality of portable terminals 2 include individual identification numbers of the terminals, and determines the terminal which transmits information without its individual identification number; an inquiry transmission unit 432 which requests additional information related to identification of the terminal from the determined portable terminal 2; and a response presentation unit 435 which presents candidate information related to the identification of the determined terminal on the basis of the additional information received from the determined terminal and the pieces of information received from the plurality of terminals.
