The present invention is provided with: a reactor (2), which has one end thereof connected to one output end of an alternating current power supply (1); a switching unit (8) for short-circuiting the other end of the reactor (2) and the other output end of the alternating current power supply (1) with each other; a rectifying unit, which rectifies an alternating current voltage supplied from the alternating current power supply (1), and generates a voltage double the voltage of the alternating current voltage or more; a smoothing capacitor (5), which is connected to the rectifying unit via reverse flow preventing diodes (6a, 6b, 6c, 6d), and smoothes the direct current voltage outputted from the rectifying unit; and a control unit (10), which controls the switching unit (8), and stops the alternating current voltage supply to the rectifying unit during a predetermined period after an elapse of a predetermined time from a zero-cross point of the alternating current voltage outputted from the alternating current power supply (1).
