<P>PROBLEM TO BE SOLVED: To provide an image processing device, an endoscopic device, an image processing method, etc., configured to determine with high precision whether an image is stationary or not. <P>SOLUTION: The image processing device comprises an evaluation value computing unit 321, an estimated noise amount acquiring unit 322, a determining unit 324, and a noise reduction processing unit 325. The evaluation value computing unit 321 computes an evaluation value for determining whether or not an object in a captured image is stationary between frames. The estimated noise amount acquiring unit 322 acquires the estimated noise amount of the captured image. The determining unit 324 determines the stationary state on the basis of the evaluation value and the estimated noise amount. When the stationary state is determined by the determining unit 324, the noise reduction processing unit 325 performs first noise reduction processing for reducing noise in the time direction, on the captured image.
