<P>PROBLEM TO BE SOLVED: To provide: a polymer electrolyte composition compact having excellent proton conductivity even under low humidification conditions and low temperature conditions, also excellent in chemical stability, mechanical strength and fuel blocking properties, and further capable of achieving high output, high energy density and excellent long term durability when included in a solid polymer fuel cell; and a solid polymer fuel cell including the polymer electrolyte composition compact. <P>SOLUTION: A polymer electrolyte composition compact of the present invention contains: a block copolymer having at least one hydrophilic segment (A1) containing an ionic group and at least one hydrophobic segment (A2) containing no ionic group; and an additive.
