<P>PROBLEM TO BE SOLVED: To provide an image comparison device and an image comparison program capable of easily and accurately carrying out an image comparison test. <P>SOLUTION: An image comparison device 10 includes image reading means 11 and 16 for generating first image data and second image data by reading an image serving as a reference and an image to be tested with the substantially same resolution; image display means 11 and 12 for making a flap display of the first image data and the second image data on a screen; and difference point extracting means 11 for comparing the first image data with the second image data to detect the difference between both image data, and when the difference exceeds a predetermined threshold, determining that there is a difference point in a region where the difference exists, and making a marking display on the flap-displayed image data.
