摘要 An image processing apparatus and a blocking phenomenon removing method thereof are provided to remove a blocking phenomenon without passing through a repetition process of an LPF(Low Pass Filter) for preventing the blocking phenomenon generated in an encoding and decoding process of an image. An encoder includes a DCT(Discrete Cosine Transform) unit and a quantizer. The DCT unit receives an image signal by a block unit, and converts the image signal of a time series component into a DCT coefficient of a frequency series component. The quantizer converts the DCT coefficient into an encoded bit string of a specific set. A decoder has a dequantizer and an inverse DCT unit. The dequantizer converts the encoded bit string from the encoder into a DCT coefficient. The inverse DCT unit converts the DCT coefficient of the frequency series component into a decoded image signal of a time series component. A block dispersing unit(80) receives the decoded image signal outputted from the decoder by the block unit, and disperses luminance difference between blocks of the decoded image signal to other peripheral pixels.
