PURPOSE: A manufacturing method of a flame-retardant composition without degrading insulating efficiency of styrofoam insulating efficiency and to prevent fire propagation. CONSTITUTION: A manufacturing method of a flame-retardant composition comprises a step of obtaining warm water by heating water; a step of injecting 5-10 weight% of PVA powder and mixing the mixture to dissolve the PVA powder in the water; a step of 0.28-5 weight% of aluminum hydroxide, graphite, and expandable vermiculite; a step of adding 10 weight% of starch; a step of stirring the addition mixture; and a step of adding 0.03-0.1 weight% calcium carbonate into the mixture; and a step of cooling the mixture to room temperature.
