PURPOSE: A composition for promoting hair growth through blood circulation is provided to improve blood circulation and to promote hair growth by mixing tourmaline reduced water and condensed salt reduced water. CONSTITUTION: A method for manufacturing a composition for promoting hair growth through blood circulation comprises: a step of mixing 40-50 wt% of an Ulmus pumila resin, 20-40 wt% of a Rehmannia root sap, and 10-30 wt% of a Houttuynia cordata Thunberg sap and preparing a basal fixed matter; a step of preparing a sesame emulsifier and preparing a mixture; a step of completely dissolving mineral water and bamboo salt in tourmaline reduced water and filtering to prepare bamboo reduced water; and a step of mixing the bamboo reduce water with the basal fixed matter or the mixture.
