A recover to cloud (R2C) service that replicates a customer production environment to virtual data centers (VDCs) operated in a cloud service provider environment. The replication service permits customers to provision both a disaster recovery VDC and a test VDC. At A Time of Disaster (ATOD) event, the disaster VDC is brought online and made available to the customer though the cloud. The disaster VDC is allocated resources from a first set of resources that are allocated to the specific customer and to the disaster recovery purpose. However, the test VDC, brought on line at A Time of Test (ATOT), is allocated resources from second set of shared resources arranged in a pool. The resources in the shared pool are separate from the resources in the first set, and therefore provisioning of the test VDC does not disturb critical resource assignments (such as firewall and VLAN configurations) needed in the event of a disaster.
