The hoop has a hoop body pivoting around an axis to place and retain an electric wind kit on a roof (4) of a vehicle e.g. car and boat, during diurnal or night halts for recharging batteries, or tilt the electric wind kit backward and completely utilize turbulences during movement of the vehicle without affecting a drag factor of the vehicle. A swiveling adjustment plate comprises a spindle and a flexible sole and allows the electric wind kit to adhere with a body of the roof or a rear part of the vehicle. A removable boot is arranged in the hoop body.
