PURPOSE: A heat exchanger having a multi-row tube type panel, and an air conditioning system using the same are provided to improve the performance of the heat exchanger by distributing the flow of the liquid flowed along the surface of heat exchange panels evenly. CONSTITUTION: A heat exchanger having a multi-row tube type panel comprises a plurality of heat exchange panels(20). The heat exchange panels are arranged to be separated with each other. A flow passage for cooling media or heating media is formed in each heat exchange panel. A dispersion unit(23) is formed on the surface of the heat exchange panel. Liquid cooled or heated by the cooling media or the heating media is flowed through the surface of the heat exchange panels. A distribute part divides the liquid fluid by comprising a protrusion portion or a groove portion on the surface of the heat exchange panels.
