<P>PROBLEM TO BE SOLVED: To provide a technique to efficiently execute broadcast transmission. <P>SOLUTION: A generator 36 generates a signal to be notified to a terminal device. A modulation/demodulation unit 24 and an RF unit 22 notify the generated signal in a second period time-division multiplexed on a first period in which the terminal device can notify a signal. In a predetermined unit period, the second period is prescribed to be longer than the first period.
