PROBLEM TO BE SOLVED: To enhance reception quality in a terminal device when a base station device transmits control information to each of a plurality of areas into which a covering area is divided.

SOLUTION: A base station device comprises: means for transmitting control information to each of a plurality of areas into which a covering area is divided; means for storing pieces of control information corresponding to the respective divided areas; and means for controlling transmission power of each piece of control information on the basis of a location of the corresponding divided area.
