<P>PROBLEM TO BE SOLVED: To enable the operation of a steering wheel after a secondary collision by smoothly absorbing impact energy in the secondary collision by a simple and lightweight structure. <P>SOLUTION: Until an upper vehicle body installing bracket 21 moves by a collapse moving distance L1 and reaches a collapse moving end on the vehicle body front side, a flange 21a of the upper vehicle body installing bracket 21 is guided along vehicle body front side extension parts 243 and 243.
