<P>PROBLEM TO BE SOLVED: To provide a cushioning material and a packing container that can prevent accessory from dropping from the cushioning material when the accessory including a flat board part in a flat or L-shaped board on at least a part of it is to be packed together as an object to be packed. <P>SOLUTION: The cushioning material includes: a holding recess 14d for accommodating the accessory 13 as the package including a horizontal part 13a of flat plate form on at least part of it; a contact face 14f on one-surface side formed on the inner wall surface of the holding recess 14d and coming into contact with one of surfaces of the horizontal part 13a; and an other-surface contact face 14g formed on the inner wall surface of the holding recess 14d and swollen to come into contact with the other surface of the horizontal part 13a.
