<P>PROBLEM TO BE SOLVED: To achieve traffic fairness control between users in a ring section where user traffic is highly multiplexed, by a simple hardware for all users with only a queue of S-VLAN unit, without having to include a queue of C-VLAN unit or a read control function of queue unit. <P>SOLUTION: A ring type network using Ethernet(R) is a hierarchy VLAN of IEEE802.1ad or IEEE802.1ah.
