<P>PROBLEM TO BE SOLVED: To provide a running control apparatus that can avoid collision with an object, while considering speed and acceleration of the vehicle, and giving safety feeling to the driver, and to provide a vehicle. <P>SOLUTION: The collision with an object 80 that exists in the traveling direction from an earlier stage can be avoided when the vehicle 1 is running by the fast speed, since the virtual bumper area 71 is formed larger in the running direction of the vehicle 1 when faster the vehicle speed V. Moreover, when the vehicle 1 has decelerated, the virtual bumper area 71 is set larger in the reverse of the traveling direction of the vehicle 1, with the increase in the magnitude of deceleration. As a result, the collision with a certain object 80 that exists reverse to the traveling direction, for instance, the rear-end collision from the reverse can be evaded, when the vehicle speed V is rapidly slowing with the traveling direction.
