<P>PROBLEM TO BE SOLVED: To obtain the reduction of handover failure and unnecessary handover and to obtain a load dispersion effect. <P>SOLUTION: A communication control device 1 comprises: a condition set unit 111 for setting a condition that reference cell reception quality at a terminal device connected to a reference cell is worse than a threshold determined based on the reference cell reception quality, as a measurement result notification condition to a base station device to perform handover at the terminal device connected to the reference cell, in regard to the reference cell and an adjustment cell to be a handover target of the reference cell, and for setting a condition that reference cell reception quality at the terminal device connected to the adjustment cell is better than a threshold determined based on the reference cell reception quality, as a measurement result notification condition to the base station device to perform handover at the terminal device connected to the adjustment cell; and communication units 103-1 to 103-N for transmitting information to set the measurement result notification conditions to the terminal device. <P>COPYRIGHT: (C)2013,JPO&INPIT |
