PROBLEM TO BE SOLVED: To efficiently reproduce a motion vector of a prediction block that is a processing object.

SOLUTION: A code string analysis part 201 decodes a difference vector, prediction vector index information and reference index information from a code string encoded by arranging the prediction vector index information and the reference index information before the difference vector for each encoding object block. A prediction vector candidate list creation part 220 creates a prediction vector candidate list including candidates of prediction motion vectors from motion vectors of plural decoded blocks adjacent to the decoding object block on the basis of the reference index information. A prediction vector determination part 221 selects the prediction motion vector of the decoding object block from the prediction vector candidate list on the basis of the prediction vector index information. An addition part 222 adds the selected prediction motion vector and the difference vector to create the motion vector of the decoding object block.
